National Desk: On February 13, 2026, New Delhi recorded a significant milestone in India’s administrative history. Prime Minister Narendra Modi inaugurated the ‘Seva Teerth’ complex, which will now serve as the new integrated headquarters of the Prime Minister’s Office (PMO), the National Security Council Secretariat, and the Cabinet Secretariat.
Along with this, Kartavya Bhavan-1 and Kartavya Bhavan-2 were also inaugurated. Several key ministries—including Finance, Defence, Health, Education, Agriculture, Culture, Law, Information & Broadcasting, Chemicals & Fertilizers, and Tribal Affairs—have been relocated to the new premises.
Major Shift on New Delhi’s 95th Foundation Day
The ceremony was held on the occasion of New Delhi’s 95th foundation day. The relocation of the Prime Minister’s Office from the historic South Block—long regarded as a symbol of the British colonial administration—has been seen as a significant step in redefining India’s governance identity.
The complex, earlier known as the Executive Enclave, was renamed Seva Teerth on December 2, 2025. Located on Dara Shikoh Road, the campus bears the inscription “Nagrik Devo Bhavah” (Citizens are Divine), reflecting a citizen-centric governance philosophy.
Key Highlights from the Prime Minister’s Address
Addressing the gathering, PM Modi said the country is witnessing the dawn of a new era. He stated that buildings such as North Block and South Block symbolized colonial rule, and India is now moving forward with renewed confidence and self-belief.
Reference to Vijaya Ekadashi
The Prime Minister noted that the day coincided with Vijaya Ekadashi of Vikram Samvat 2082 (Phalguna Krishna Paksha). According to tradition, resolutions taken on this day are believed to lead to success. He said India is progressing firmly toward the goal of becoming a “Developed India” (Viksit Bharat).
New Role for Historic Buildings
PM Modi emphasized that the historic decisions taken in North and South Block will be preserved as part of India’s legacy. There are plans to convert these iconic buildings into a National Museum, ensuring their historical significance remains intact.
Series of Renaming Initiatives
Referring to previous name changes—Rajpath to Kartavya Path, Mughal Gardens to Amrit Udyan, and the old Parliament building to Samvidhan Sadan—the Prime Minister described these steps as symbols of a new India redefining its identity.
Speed of Development and Administrative Reforms
The Prime Minister highlighted that India is advancing rapidly through reforms, new trade agreements, administrative integration, and goal-oriented governance. He stated that Seva Teerth and Kartavya Bhavan would serve as foundations for this transformative journey.
Modern, Citizen-Centric Administrative Hub
The newly built administrative complex is equipped with modern technology, eco-friendly design, and an integrated work structure. Its primary objective is to streamline decision-making processes, improve coordination among ministries, and enhance governance efficiency.
Calling it a symbol of a new beginning in India’s development journey, the Prime Minister said the nation would move forward with the spirit of “Service, Good Governance, and Duty.”
