GRAP-4 Implemented in Delhi: Strict Action Against Restricted Vehicles

National Desk: Air pollution in Delhi-NCR has reached a dangerous level, prompting authorities to implement Stage 4 of the Graded Response Action Plan (GRAP-4) in the capital. Under this phase, strict restrictions have been imposed on vehicle movement to curb rising pollution. It is important for residents to know which vehicles are allowed and which are banned.

Vehicles That Are Banned

If you own a BS-III petrol car, it is not allowed to operate in Delhi-NCR. Similarly, BS-IV diesel vehicles have also been prohibited. These rules apply uniformly, regardless of whether the vehicle is registered in Delhi or in any other state.

Vehicles That Are Allowed

BS-VI vehicles and BS-IV petrol cars are permitted to operate in Delhi. In addition, electric and CNG vehicles face no restrictions. However, all vehicles must carry a valid PUC (Pollution Under Control) certificate. Action can be taken against vehicles without a valid PUC. Petrol pumps have also been instructed not to supply fuel to restricted vehicles.

When GRAP’s Strict Phase Is Enforced

The strict phase of GRAP is implemented when air quality deteriorates to a level that poses a direct threat to public health. At such times, routine measures are considered insufficient, and emergency steps are taken to immediately reduce vehicular emissions, construction dust, and industrial pollution.

Immediate Action for Violations

Agencies deployed for pollution control have been given the authority to take action on the spot. Vehicles violating GRAP rules—especially trucks carrying construction material or those entering Delhi illegally—can be immediately seized. The administration has urged citizens to follow the rules and cooperate in efforts to reduce pollution.
