According to the ADR (Association for Democratic Reforms) report released by the end of 2024, Andhra Pradesh’s Chief Minister N. Chandrababu Naidu is the richest CM in India with a total wealth of ₹931 crores. On the other hand, West Bengal’s Chief Minister Mamata Banerjee is the poorest CM, with assets amounting to just ₹15.38 lakhs. Arunachal Pradesh’s CM, Pema Khandu, has the highest liabilities, totaling ₹180.28 crores. It is noteworthy that N. Chandrababu Naidu is the richest CM in India with ₹931 crores in assets, while Mamata Banerjee, with ₹15.38 lakhs, holds the lowest assets. Additionally, Arunachal’s CM has the highest liabilities, amounting to ₹180.28 crores.


By the end of 2024, a report has been released listing the richest and poorest Chief Ministers in India. The report is based on analysis by the Association for Democratic Reforms (ADR). According to this report, N. Chandrababu Naidu, the Chief Minister of Andhra Pradesh, has the highest wealth at ₹931 crores. Following him are Pema Khandu of Arunachal Pradesh (₹332.57 crores) and Siddaramaiah of Karnataka (₹51.94 crores).
Rich Chief Ministers of Andhra Pradesh Not New Having a wealthy CM in Andhra Pradesh is not new, as former CM Y. S. Jagan Mohan Reddy was also the richest CM between 2019 and 2024, with assets worth ₹510 crores. Before Jagan, Naidu had declared assets of ₹177 crores between 2014 and 2019.

Mamata’s Minimal Wealth: Among the Chief Ministers with the lowest declared wealth, Mamata Banerjee of West Bengal is at the bottom with ₹15.38 lakhs. She is followed by Omar Abdullah of Jammu and Kashmir, who has declared assets worth ₹55.24 lakhs. Kerala’s CM, Pinarayi Vijayan, has assets worth ₹1.19 crores.
Highest Liabilities with Arunachal CM: In terms of liabilities, Pema Khandu, the CM of Arunachal Pradesh, has the highest liabilities of ₹180.28 crores. He is followed by Siddaramaiah (₹23.77 crores) and Naidu (₹10.32 crores). This analysis is based on affidavits submitted to the Election Commission of India along with nomination papers.
Oldest CMs: N. Chandrababu Naidu, at the age of 74, is the third oldest CM in India, while Siddaramaiah of Karnataka is 75 years old, and Pinarayi Vijayan of Kerala is 77 years old.
Criminal Cases Against 13 Chief Ministers: Out of the 31 Chief Ministers analyzed, 13 (42%) have declared criminal cases against them. N. Chandrababu Naidu, representing the Chittoor district’s Kuppam constituency, has 19 cases filed against him, including 32 serious charges under the Indian Penal Code (IPC) and 80 other charges. These cases include accusations of corruption, criminal conspiracy, public safety violations, and violations under the SC/ST (Prevention of Atrocities) Act.
